Scratch test to see if your cabinets have been painted properly
If paint can be scratched off easily like this it's likely because the old finish was NOT sanded or cleaned properly prior to priming and painting. Some painters rely on degreasers but this never works as a substitute for sanding.
If kitchen cabinets are poorly painted be prepared to pay a lot more money to have a professional cabinet painter fix them.
